Keri, I think you are just plain having pimples on your thighs! Nothing to worry about.

It could just be your hormones, particularly if you are having them elsewhere. Or it could be if your thighs are rubbing together...but as you are getting any burning or soreness...then it is probably not that. Or could be associated with shaving....shaving rash.
