I agree that there is no need to have a pelvic exam at 11 unless there is some kind of problem and if one is needed it should be done by a pediatric gynecologist but a woman should have a pap smear at 18 even if they are not sexually active. They have extra small speculums for virgins and breaking the hymen if it still exists (most people lose theirs from exercise, trauma, or tampons). There are plenty of 25 and 30 year old virgins and they should be receiving regular pap smears.
