First and foremost,it's great that you're concerned about the wellbeing of your sister, but you need to understand that what she does is her business and you shouldn't be snooping in her journal - online or not - because it's her life. I don't really think you have anything to worry about....sex is safe as long as she is using protection (condoms) and as long as she is being responsible. If she has been with this guy for a while and feels like it's the right thing to do, then let her do it, and who knows - maybe down the road she'll have regrets and maybe she'll be happy with her decision. Either way, it's not really up to you to tell her this because she's already done it. I guess you could ask her for some sisterly advice and just ask her what sex is like and then ask her if she uses condoms....and if she says no then tell her she should because of std's and other infections she could get from unprotected sex. Or you could just tell her that you are sorry but you read her online journal, and you'll never do it again but that you're concerned. This may ruin her trust in you, though. However, i DONOT think you should tell your mother. If you do, your mom will probbaly be upset and might end up not liking the boyfriend because of it, or even not allowing your sister to see him - who knows? Either way, moms don't really want to know about the sex lives of their daughters. Bottom line: if she's responsible you don't have much to worry about. Think about it, and best wishes.
