Pap test

I have conflicting reports as to whether I need a pap test or not. I am 22 yrs old, and a virgin. I have never had a pap test done. I am on Birth control pills to regulate my period and to keep cysts from growing on my ovaries. I do have PCOS. My specialist dr for the PCOS says that I don't need a pap test since I am still a virgin, she is the one i originally got the Birth control Script from. I recently called my Family Doc and asked for him to refill the script since he is closer, and I am totally out. He refused to give me a script until I had a pap test, he said it is necessary. who is right? I don't want to know if you THINK I should. The specialist told me that the pap only checks for STDs and associated things, my family doc said it tests for more.
