It can be contact dermatitis. Try to have no lotion or oil or ointment on it for two weeks, use loose clothing, cotton underwear and nothing on while you sleep. Get an hypoallergenic soap, and only wash once a day. If it is not cleared up in two weeks, resee your gyn
