Blood sugar levels are not different for adults and children, and 16 is basically adult as far as medical issues are concerned anyway. Your symptoms are very concerning for diabetes, but the proper way to test is to fast overnight, drink a prepared sugar solution with a specific amount of glucose in it, and have a series of blood levels taken. White cells in your urine are indicative of a UTI.
