Doctors in France have right to expose my wife completely naked (in the presence of students and even videocameras, as they are claiming right now), they have right to watch her undressing, to palpate her genitalia (not only gynecologists but also sexologists, allergologists etc) and it is legal because they say to do it for her health. If you have doubts about it everybody will tell you that you are not a doctor. Your only protection should be the medical community who should clearly state which conduct is correct and which is not. Now, as you have remarked the community protects the bad guy following the first principle of MEDICAL (i.e. not human) ethics: the unhonest patrician has priority with respect to an honest plebeian. This means that patients have no protection and a physician without scruples can sexually exploit patients practically without any risk. I do respect enormous achievements of medical science, I admire the doctors who save lifes of people etc However, if the medical professionals keep protecting the voyeurism and sexual misconduct their community has no honorability.
