Have you tried products such as KY Jelly that add moisture?

I assume that since you've seen the gyn she has ruled out other causes (cysts, fibroids, etc. that can cause painful intercourse). I am not convinced the doctor can really tell if you're dry or not - hopefully one of the doctors on the forum will come along and answer this. I don't get the impression your doctor is all that helpful, so you might want to go elsewhere. (just my humble opinion).
