No one held a gun to her head to get her in the office. Further, this is not a sexual experience, it is a medical exam. Most of the time there is a nurse also present at the exam as well for the protection of the doctor and patient. Your logic is flawed too. So, it's terrible for this to happen to a "girl" by an "older man", and your "daughter" would not be allowed to go through this. Well, what about your mother (assuming she's older, or as old as the doctor). Assuming this is as dastardly a deed, would you rather your Mom die from cervical cancer than have an exam?
