Those are your labia minora. Get a book to help your learn what everything is called, so you get a better understanding of your body. I have heard that yeast infections can cause the labia to swell. Do you have recurrent infections? I am not a doctor. The docs seem to be busy elsewhere today though, so I thought I could give some help. It may be the way you are shaped. I've read that women are all shaped differently. I did a quick search and found this website that is very informative. It's part of the Discovery Channel series of websites.

As for surgery for it, I wouldn't never even consider that, personally. I cannot imagine how much that would hurt. Accept and love who you are for what you are. Comestic beauty is not what is important. When you find a man to share your life with, it won't matter what you look like or how you are shaped. He'll love you just as you are.
