It sounds very normal to me. What you are describing sounds like the begining of breast buds. They are the size of peas and are found right in the nipple area. Don't worry about being a late developer, as long as you have had a yearly physical and everything checks out ok. Some of us just develop later than others. It sounds like you are beginning to develop breasts.
