The "powdery" stuff is probably crumbled dried blood (I know that sounds nasty but it happens...esp at the very end of a period when flow is very light and blood has time to sit around and dry up). It's powdery because it crubles up when you move around. That's why you only see it in your panties or when you wipe. I could be wrong but it could be normal (just the very end of your period). How long does this spotting last?? As for the itching, that'll require a gyn's attention. Either way a visit to the gyn is in order since you're sexually active.
