Rectal bleeding during menstrual cycle

Anyone have any thoughts/possible diagnosis of rectal bleeding that only occurs when you are on/starting your period? I am sure it's rectal bleeding, and I am sure it's only during my cycle. It's on the stool, and bright red. At first I thought hemorrhoids (sp) but why just on my cycle? Also, I had this strange, "crusty" rash under my left armpit last fall that went away in a few weeks. I am not opposed to doctors, but like many in our country was recently laid off and am on COBRA insurance and am afraid to be diagnosed with something I cannot treat when my insurance runs out and I have to buy it "on the street." as I am currently, and successfully, making a living with my self-started home business. That's really sad. You pay a preimum for insurance you're afraid to use because you're afraid you'll get dianosed with something you can't afford to have. I was a loyal employee somewhere for 16 years for this .. sheesh! Thanks for any help or direction in this matter.
