This suggest that she has precancerous lesions of the cervix. So technically you are right because the cervix is part of the uterus. This is not necessitate a hysterectomy, but an evaluation and possibly a large biopsy of the cervix to remove the area of dysplasia.

The next procedure performed should be something called a colposcopy, where they evaluate the cervix and perform biopsies. If this has already been performed, then freezing the cervix, removing part of the cervix, or if the other reasons to perform a hysterectomy such as vaginal reconstruction, abnormal bleeding, stress urinary incontinence, rectal problems, then a hysterectomy could be performed.
