I am not sure what a partial tubal ligation is, but there is a proceedure known as a partial salpingectomy (AKA tubal) where a portion of the middle part of both Fallopian Tubes are removed, and the remnant ends are tied with suture. This is most commonly done at the time of delivery. You can also burn the tubes in similar fashion.
