bumps

I noticed some small, white bumps on my genital area a couple of months ago. I went to the doctor, and she said it really didn't look like anything alarming. She tested me for herpes, and the results were negative. The bumps are still there, so I went back two different times. She told me this was an irritation from shaving and that most women ignore them. I feel like they are worsening; however, I have remained shaving and even shaved more. I have been using an antibacterial soap. Is is possible or likely that I was misdiagnosed three different times and that I have HPV?
