Amy-

It's very hard to diagnose skin problems without looking at them. A gynecologist or another doctor experienced with women's health could tell you by doing a careful (and probably painless) exam. You mentioned that you are not sexually active, but did not say whether you have =ever= been sexually active. If so, the list of possible conditions does increase, and could even include herpes. However, if the bumps do not hurt, they are probably ingrown hairs from shaving. Your doctor can recommend a good antibiotic soap to use in the shower, which will help decrease the reaction to shaving. In any event, good question, but it's not possible to answer without the exam. I hope you are able to make an appointment with a doctor so he or she can tell you what is causing this.
