Normal, or not?

I am a 17 year old female (sexually inactive). I have a question that I hope can be answered, since I have not seen my problem addressed anywhere on the 'net. I will try to explain as best as possible.

On the _upper_ inner walls of the outer lips of my vagina (actually, I guess you can say its between where the inner and outer lips meet), it seems to be lined with a seemingly thick, white paste-like stuff (well, not quite paste-like, but that's the only way I can think of to describe it). It doesn't itch or irritate or burn, but it just bothers me that this is here. I have a normal amount of discharge as far as I know. I just want to know if this is normal or not, or if it should be there or not.
