Incompetent Cervix precautions?

Background: 3/28 (14-week ectopic and R salpingectomy), cone biopsy and laser surgery on cervix (1988 for "pre-cancerous" cells). Possibly PID in 1991.

My question is this...is there any way to determine if I have an incompetent cervix prior to a 1st miscarriage? After loosing my baby (ectopic), I don't want take any chances when I get pregnant again. Since I have risk factors for IC, would it be prudent for my OB to make assumptions (based on any available tests) and do the cerlage (sp?) surgery?
