Kegels and ability to stop urine flow

I thought I'd been doing such a good job with my Kegels, and I had not had any stress incontinence to speak of at all, but then when I decided to test myself by trying to stop urine flow, lo and behold I couldn't stop it at all, or only like turning a faucet off verrrry slowly. Does this mean I'm doing Kegels wrong, or what? I have a small cystocele, but the urologist told me it should not be a problem since I've been asymptomatic since a couple of months after my son was born. (I'm now nine months postpartum.) I never did have more than mild stress incontinence, and I don't have any other alarming symptoms, pain or pressure or anything.

I've thought about trying the vaginal cones, but they cost so blamed much for what they are (come on, all you need is weighted hunks of plastic that can be sterilized, they should cost five bucks instead of $75-$150 -- unfortunately I can't think of a sanitary homemade alternative <grin>).
