I once asked my doctor the same question and I was told the best time to obtain the optimally "cleanest" (as in no material that would make accurate results difficult to obtain) is in mid-cycle - and also - no intercourse 24 hours prior to pap. I'm sure one of the doctor's can give you a better answer but I hope this helped.
