Who does circumcision?

Who usually does the circumcision for newborn boys? With my first son, the OB did it. I thought that was strange -- I figured that would be the pediatrician's job. Is it common practice for the OB to do the circ? Do most doctor's now use some type of anesthetic for this procedure? Is it reasonable for me to ask for an anesthetic for my new baby? I know there was a study last year, but I don't know if any of the professional organizations have issued any guidelines on this?
