Normal Fundal Height

When I saw my OB last week (13 weeks), he measured me with a tape measure and told me that the height was 13 cm. He said that the fundal height does not usually catch up to the weeks until 16 - 17 weeks. Does being 13 cm at 13 weeks mean I am too big? Is this measurement suggestive of twins? Other possible reasons for a "high" measurement?

I am very certain of my dates since I was doing BBT. Is there any way for me to measure this myself at home? Is there a trick to finding the top of the uterus? I've got some "padding" that makes it hard for me to feel!

Another thing that struck me as odd when I thought about it later: he used the doppler to find the heartbeat and counted it. After he counted, he kept poking around with the doppler, but didn't seem to find anything. Would the doppler pick up a second heartbeat if there was twins? Would there be any other reason for continuing with the doppler after counting the heartrate (which was 150)?

I was sick with a cold and not thinking very clearly so I didn't ask him any questions about any of this. He has not mentioned that he is suspicious of twins, but this is the second appointment where he mentioned that my uterus was higher than expected.
