Inconclusive beta hCG

Hello, I am currently 12 days late. All the hpt's I tried showed negative results so two days ago I had a bloodtest drawn. My GP called today to say the level was 17 and that while it wasn't negative, it also wasn't positive. Does this hormone only get produced during pregnancy or does it naturally occur in women's bodies? Do some women produce this hormone or respond to it slower than others? I guess what I asking is "am I pregnant or not?". Thanks in advance for responding. Chantal
