I am not allowed to officially refer a patient because in the grand insurance scheme of things I am a specialist. In my area, only primary care physicians (internists, FPs, GPs, and pediatricians) are allowed to refer the vast majority of my patients for speciality care. I can suggest other docs, if I know one in the area of the proper speciality, but I cannot officially refer. Another reason, sadly, may be physician politics. Its amazing how much time we (meaning humans in general) waste in politics, but we do, and physicians are no exception.
