Pelvic exams for young women

I have been told that the insurance industry relies on suggestions from the medical community as to how often young women 30 and under should obtain a pelvic examination and pap test. Many insurance companies will not cover the cost of the young women' exam every year. I am being told that every two year's is the industry standard. Is this true and if it is how do we get this standard changed. I believe that young women between the ages of 18 and 30 should receive an annual exam for preventative care but if there insurance providers are not going to cover the cost according to their specific plan, then young women are not likely to take this precautionary measure to insure their wellness. What is your response?
