Can one feel low-lying placenta?

At my 20 week sono I was told I have a low-lying placenta which will be rechecked at 30 weeks. Although I have had no bleeding, I have had mild-moderate cramps throughout this pregnancy (my 2nd). I also have felt pressure on my cervix off & on for the last month or so (which I have credited to baby). Is it possible that the placenta's position is responsible for this, or is it merely coincidence? Thanks for any input.
