Dear Tiffany, I am not a MD but I do know a little about the female anatomy... What you are describing is the Labia Minora, and there are a wide variety of sizes and shapes. It is perfectly normal for them to "hang down" and even be somewhat asymetrical also. They usually become more noticable after puberty has started and it may surprise you that they are different than before. As long you feel okay and dont notice any strong odors or nasty discharge (beyond normal cervical fluid) that is itchy, You are probably the picture of great health. Dont worry about it too much.
