There are numerous issues here and you need to discuss them with your gynaecologist. CIN3 is NOT a cancer. However, if the cells are left untreated there is a possibility that you could develop cervix cancer over a period of time. Having LEEP done will prevent you from developing cervix cancer. The issues here depend on what the colposcopy findings are. If you are not pregnant, then go ahead (this is why you had the pap smear in the first place, to prevent cancer of the cervix). If you are pregnant, a lot depends on what your gynaecologist found at colposcopy. Such as if he could see the whole lesion, or if his findings were consistent with the laboratory results. Bearings all this in mind, you can discuss the pros and cons of having regular colposcopic examinations during your pregnancy and LEEP after delivery with having LEEP now. Only your gynaecologist can advise you on this as only your gynaecologist has seen your cervix under the colposcope.
