Why are hcg levels >increasing and it growing if not? Placental tissue produces HCG, not the fetus. You can have increasing HCGs with a non-viable pregnancy. With HCGs that high and no cardiac activity, the chance of viability is quite low. Cardiac activity should be seen with an HCG of 6000 or greater.
