Why was it necessary to give you a cerclage in the first place? The whole issue of cerclage is a difficult one. I am not aware of any controlled trials that demonstrate that sexual activity is detrimental to a woman with a cerclage, nor is anyone ever likely to do such a study. The concensus opinion has always been "Why take the risk?", a valid point, but data is lacking. You may be aware that semen contains substances that can stimulate contractions, and may even contribute to architectural changes in the cervix that preceed labor. You got a cerclage because you are considered to have risk factors for preterm delivery. You have to ask yourself if vaginal intercourse is worth the potential for risk.
