I am not a doctor but have been to enough deliveries to see this technique, yet it's common. The best way of course is to allow nature to take it's course and the least amount of times fingers are introduced into a vaginal area, the less chance you have for infection. And the instrument that broke the bag of water is better known as an *Amnio Hook*, which resembles for a better word a crochet hook sort of. But yes, those are used as well.
