Clomid will often delay the time of the surge (if you have been surging on your own). In anovulatory women who ovulate on Clomid, it's exceedingly rare to see a positive surge before cycle day 14, but most folks suggest starting to test on cycle day 12. Then, if you use a 9-day test kit, and you haven't surged by the end of the kit, by definition you have an abnormal cycle and can take some Provera, induce a period, and start a higher dose of Clomid without losing any time.
