estrogen and breast cancer

I understand that the risk of breast cancer increases with increased exposure to estrogen over the course of a life-time--hence, if you started your period early or don't have kids (therefore not interupting the menstral cycle), then your risk of breast cancer increases.

So, my question is: if one's cycle is short (eg. 21 days from offset to onset), does this mean that estrogen levels are higher or more chronic in the body and, therefore, is the risk of breast cancer increased?
