CONTRACEPTION: difference between tubal ligation and Essure

What is the main difference between Essure and a tubal? I've done some research and I know that Essure is a coil inserted into the tubes, and a tubal is simply severing the tube and tying it off. But are there any true differences as far as how well they work? Also why isn't either option 100% effective in preventing pregnancy? If a tube is blocked or cut, how can you still get pregnant? I tried the IUD but it hurt so much when they tried to put it in that I refused to let them do it again! Are there any other major differences I should know between the two procedures? Thanks!
