MENORRHAGIA: Messed up periods and BCP

I started taking Loestrin 24 FE and for two months was doing fine. Then for some reason they refilled me with generic Loestrin 1/20. I started the pack and started spotting 10 days into the pack (on Feb 7). Today is Feb 17 and I am still bleeding. It's enough that I have to wear a tampon all the time. I have only a couple pills left in my pack before the 7 day brown pills start. In the meantime I have gotten a prescription for the 24 FE again since I didn't have this problem before taking the 1/20.

I know breakthrough bleeding is possible but this seems ridiculous. I have tried to get a hold of a nurse at my OBGYN office for weeks but I can't connect with anyone. At what point do I consider the possibility that something else is wrong? Also, do I have to take all 7 of the brown pills in this pack before starting the next pack of 24 FE?
