When a woman begins maturing, she usually starts with hair development, then breast development about a year later, then mensturation about a year after that. Early breast development starts with areolar elevation and takes several years to go from immature breast to fully developed female breast. You also have the fact of pregnancy and breastfeeding to further the breast development...Dr. von Almen
