PREGNANCY: Ultrasound after IVF shows baby measuring small

Hello and thank you for taking the time to answer my question.

I just had my second ultrasound yesterday at 7w5d. We were able to see a heartbeat this time (we weren't at 6w5d) but the baby is measuring 1.5 weeks too small (4mm). We used IVF/ICSI to conceive, so the dates are certain. (ER 4/30, ET 5/3)

Is it within the range of normal for a baby to be a slow developer like this, or do I have good reason to be concerned? We are considering when to tell our families, and I don't want to jump the gun only to find out that this pregnancy was never viable.
