I am not an expert in breast development, but have examined my fair share of breasts during my career. I would have to say that you have described breast architecture that many of my patients have. I would not apply the cream, it will only work locally, and not on the whole breast. I will also say that many patients do not get full breast development until after they give birth and get that large, prolonged estrogen surge...Dr. von Almen
