Although (rarely) some women may have a positive serum pregnancy test when they are not pregnant (due to a crossreaction with the antibodies used in the serum testing), this does not sound like your situation. With a bunch of negative urine tests and 2 negative home tests, you either are barely pregnant (say 2 weeks after conceptions), or, most likely, not pregnant.

HCG levels tend to rise until about 9 weeks, then they level off and can drop after that. To my knowledge there is no such thing as HCG levels being "too high" to register on a serum test. For example, some women with tumors or abnormal placentas can have HCG levels above 500,000 and those show up on qualitative or quantitative HCG tests. Best wishe,
