PREGNANCY: head cicumference

My son was delivered by emergency C section at 35 weeks due to me having severe pre eclampsia. My son spent 10 days in NICU for high levels of magnesium and hyperbillirubin.

At birth his head circumference was 31 cm. In 10 days it was 32.5 cm. and 3 weeks later it was 36.5 cm. This doesn't sound O.K, but the doctor says it was fine, although she evaluates it based on the head circumference chart for children born at term.

Is this the correct way to measure, or should I be seeking a specific type of pediatrician?

Please help.
