If it's where there is hair it could be ingrown hairs from shaving or waxing. Take warm soaks 2 times a day, keep the area dry and clean. Use a solution like tendskin (available at upscale spas) to prevent these bumps...it's probably like 20 $ but it's well worth it because it will prevent them. If this doesn't help, see a doc. They see stuff like this all the time. better safe than sorry. good luck.
