I hope a doctor can respond for you, but my father, also a diabetic, had this done and he too described it as "roto-rooting"--so your post made me laugh. I don't know the medical term.

Basically, they are clearing the blockage in the vein to the leg. It seems to be a fairly common diabetic complication. My Dad had it done about 5 years ago, he was in the hospital overnight. It involved a catheter inserted into the vein in his leg--no major incision or anything just a tiny cut to insert the catheter. He was pretty bruised but I don't think that is very common. Good luck to your Mom.
