It is technically not anorexia because she is still a healthy weight (BMI less than 18.5 = underweight and even lower than that for anorexia). BUT she definitely could be dealing with disordered eating and body image anxiety. The concerning part of your story is the fact that she still wants to lose weight. I'm dealing with very similar issues and it was actually an intense/contentious conversation with my sister that convinced me to finally seek help. I've been seeing a therapist and I'm starting to get a handle on the problem. Good luck to your sister.
