Sometimes at an early age you can skip a menstrual cycle. Or you can be medical problems such as thyroid disorders, pituitary disorders and primary ovarian disorders. I would say that if you don't have a cycle in the next 3-4 weeks, then he should be evaluated by either a pediatrician, or a gynecologist.
