Did anyone test the ph of your vagina? Often these "infections" (they're not really infections- they are an imbalance of normal bacteria found in your vagina)become established if the vagina is not acidic enough. Some women use boric acid capsules (you can make them yourself cheaply- ask a pharmacist for advice). My doctor prescribed a vinegar/water douche, which you can buy in any drug store. I haven't had any problems since. I am not sure Planned Parenthood has every medication available- I have had the best luck with Cleocin vaginal cream- metrogel did nothing for me. Also, I stayed on it longer than the usual time- and that did it for me. I use the vinegar douche to prevent a new case.

I tend to think the moodiness and fatique is not due to bv/yeast , but I am not a doctor. I think that is more likely to to pressures of being a college student and perhaps other issues. As far as medical insurance, can you qualify under your parents plan (if they have health insurance?) Does your college have a Health Services/infirmary, etc? My university had a lot of resources, but that was way back in the 1970's.
