hematoma after phlebotomy

The inquiry is not directly OBGYN related but input would be appreciated.

At an OBGYN appointment 9 days ago, the doctor drew blood (several vials were filled). A day or two after, the area around the place where the needles was inserted became bruised (dark blue/red). This bruising has since moved slightly up and away from the site of needle insertion and is painful when touched and even when I flex my arm. It seems that as one part of the bruise heals (changes color to yellow/brown/green), another small area gets inflamed.

Is this normal? How concerned should I be? Please explain the occurrence.
