To make noise, air has to cross the vocal cords - not possible in utero. If you mean can the baby get upset while in the womb, probably not likely. A newborn cries because it is too cold, too warm, hungry, has gas, etc. The uterus is ideal for it, and it shouldn't ever feel discomfort.
