No, I think it's a good question. I'm not a doctor, but I don't think they can. They receive all they need through the umbilical cord and so have no need to use their lungs. I think they're able to cry only after their birth and are stimulated to take a first breath. Besides, why would we cry in the womb? From what I hear it's a comfy place.
