(BTW this is not a "partial hysterectomy." A hysterectomy is removal of the uterus and removal of ovaries is called oophorectomy.)There probably aren't any significant health benefits with taking estrogen (The NIH hasn't concluded on estrogen yet; NIH found estrogen/progesterone does more harm than good). Many doctors, however, are still recommending a low dose of estrogen for a short period if a woman is experiencing hot flashes and other symptoms of menopause. (such as mood swings). Other doctors use anti-depresssants instead. I don't know how old your Mom is, but if she's 8 years post op there's a good chance she's menopausal age. If her symptoms bother her, she should talk to her doctor.
